- Purpose and Scope
- Library Practitioner Core Competencies comprise those knowledge and skill sets that are required for competent performance as a library director/manager of a small, usually rural, public library. Mastery of the Library Practitioner Core Competencies as demonstrated through successful completion of approved education and training courses will lead to certification of individuals through a regional Western Council Library Practitioner certification program.
- Background
- The competencies identified as Library Practitioner Core Competencies will address the situation of a Library Practitioner as defined in the Grant Application approved by the Institute of Museum and Library Services: An individual who is a library director or manager who has no library science degree and requires additional formal library training to improve job performance and/or to achieve certification.
Core refers to those skills, knowledge, attitudes, and/or behaviors that are essential to the successful, effective, coherent performance of the duties of a Library Practitioner. Core identifies required knowledge and skill sets. Core does not address individual or situational particulars that may exist beyond the basics.
The adopted Library Practitioner Core Competencies will provide the base for development and/or approval of education and training opportunities. The competencies will be available to guide providers of education and training programs in designing and offering learning experiences appropriate for Library Practitioners.
Demonstrated mastery of Library Practitioner Core Competencies will become the foundation for certification as a Library Practitioner through the Western Council program.
Library Practitioner Core Competencies can be used by various groups who may be interested in knowing those skills and knowledge that are essential for a Library Practitioner: The Library Practitioner him/herself, Hiring agencies, Library Boards, State Library Agencies with oversight responsibility for libraries in the state, Education and Training Providers, The Public, The Professional Community.
